Source change is not truth
A monitored source changing is treated as a reason to review the affected information. A fingerprint difference is not itself evidence that a rule changed.
Separate lifecycle
Research, draft review, candidate staging, and final publication are separate states. This keeps unreviewed changes away from the public snapshot.
Freshness
Verification dates are intended to describe when information was actually checked rather than automatically adopting the visitor's current date.
